En este artículo Cox plantea cómo a lo largo del desarrollo de la disciplina de las Relaciones Internacionales se han ido enfrentando las distintas percepciones sobre el estado y la sociedad civil. Continúa el texto presentando cómo los enfoques críticos, inicialmente inspirados en el marxismo, más adelante en los conceptos de hegemonía y contra hegemonía y, luego, a través de las teorías del sistema mundo, sirve para retomar la relevancia del poder material en el análisis de los procesos de creación de nuevos órdenes mundiales. Cox propone la diferenciación ideológica, teórica y práctica entre la pax britannica y la pax americana como procesos históricos específicos, creadores de distintas estructuras sociales, políticas y económicas. Además, enfatiza las diversas prácticas de internacionalización de la producción a través de sus diversos canales como, agencias estatales, interestatales, clases directivas de corporaciones multinacionales, e instituciones internacionales, entre otros, para generar las estructuras base que componen y generan las fuerzas de poder a finales del siglo XX." ; In this article, Cox poses how through the development of International Relations theory different perspectives on state and civil society had face each other. Este artículo es, a día de hoy, una de las piezas clásicas y fundamentales para la posibilidad de estudiar las relaciones globales de poder a partir de las herramientas conceptuales desarrolladas por Gramsci a lo largo de su obra. Cox, contribuye de esta forma a las corrientes críticas de las Relaciones Internacionales al discutir varios conceptos gramscianos y cuáles serían las implicaciones para estudiar las relaciones internacionales en distintos periodos de hegemonía y contrahegemonía. De igual forma, el autor planteó la cuestión –en su momento novedosa– de la relevancia de tomar en cuenta los procesos internos de construcción de bloques históricos contrahegemónicos como aquellos que podrían tener un efecto revolucionario en las estructuras y organizaciones internacionales, así como ruptura con la hegemonía plasmada como una clase perteneciente a un orden económico universal transnacional.

Der Verfasser analysiert die Machtstrukturen in der Weltgesellschaft und argumentiert, dass die gegenwärtige Finanz- und Wirtschaftskrise eine grundlegende Transformation auf diesem Gebiet in Gang gesetzt bzw. beschleunigt hat. Er bietet einen historischen Überblick über die einzelnen Stationen dieser Entwicklung seit den 1970er Jahren. Dabei wird der Weg des Neoliberalismus zur dominanten Ideologie und ihr darauf folgende Konflikt mit der Realität beschrieben. Die Karriere des Neoliberalismus geht mit der Dynamik der hegemonialen Position der USA in der Weltgesellschaft einher. Vor dem Hintergrund der Erosion dieser Position untersucht der Verfasser den wachsenden Einfluss der sog. BRIC-Staaten (Brasilien, Russland, Südafrika und China) in der Weltgesellschaft. Es wird die These vertreten, dass die globale Wirtschaftskrise eine positive Konsequenz hat, nämlich die Entstehung von mehreren Machtzentren in der Weltgesellschaft, die eine Grundlage für die Entwicklung hin zu einer pluralen Weltordnung darstellen soll. Die Herausgeber legen eine Neuübersetzung des bereits 1981 erstmals veröffentlichten Essays vor, in dem es dem Verfasser um eine Kritik des neorealistischen Mainstreams und der Disziplin der Internationalen Beziehungen, um die internationalen Zusammenhänge von Politik und Ökonomie, Staat und Weltmarkt, Ideen und Weltordnungen geht. Er unternimmt den Versuch, eine Methode für das Verständnis globaler Machtbeziehungen zu skizzieren. Ein solcher Versuch macht es erforderlich, die Untersuchung über die herkömmlichen internationalen Beziehungen hinaus zu erweitern und auch jene grundlegenden Prozesse mit einzubeziehen, die an der Entstehung von sozialen Kräften, Staatsformen und der Struktur der globalen politischen Ökonomie beteiligt sind. Solche Prozesse sind die historischen Strukturen des Handlungsrahmens, hegemoniale Beziehungen in Weltordnungen, soziale Kräfte und Imperialismus, die Internationalisierung des Staates sowie die Internationalisierung der Produktion und Klassenstrukturen. Diese Kräfte können sich in unterschiedlichen Konfigurationen kombinieren: Entstehung einer neuen Hegemonie, nicht-hegemoniale Weltstrukturen mit rivalisierenden Machtzentren oder Herausbildung einer Gegenhegemonie auf der Basis einer Koalition der Dritten Welt. The `international' today should be approached in an evolutionary way. The fixed categories of neo-realism that served well in the past for analysis of the Cold War are no longer adequate in the fluidity of change today. Nor does the Cartesian perspective of an objective world observed by the analyst correspond to reality. In the evolution of world order, the self-organization of social and political power relations has to be understood as a process of evolving consciousness — the ways in which people understand the world they live in and communicate with each other about it. The greatest danger in this process of transformation of mentalities lies in the absolutist thinking encouraged in the extreme versions of monotheistic religion. The evolving historical structures of (American) `Empire', the pluralism of civilizations in the surviving state system and the movement in civil society towards the creation of new forms of structuring social power compete in the process of self-organization of global governance. Legitimacy is the weak point. Efforts at imposing order through `passive revolution' are doomed to fail for lack of legitimacy. A legitimate world order would have to achieve consensus on stopping the destruction of the material, ecological basis of human life; it would have to be based on acceptance of the fact that different world views can coexist; and to gain legitimacy it would have to work towards moderating the existing disparities in life opportunities among peoples so as to give a material basis for coexistence in diversity.
